For whatever reason, your people aren’t living up to your expectations right now. 

They’re operating on autopilot, and they’re not being as productive – or perhaps as pleasant (to you, to co-workers, or to customers) – as you’d like them to be. Or maybe there’s an us-vs-them conflict that makes it feel like progress is being slowed (or <gasp> fought against) from the inside.
